Tiffany Harbour holds a bachelors degree in Health Services Administration.  Her experience as an executive director and legal advocate offered her the knowledge and experience to understand complicated regulation.  Tiffany worked with the Medicaid billing system while employed at a mental health practice.  She will help others learn how to navigate OMB and Missouri Medicaid. Tiffany is VP of Development at Sand Dollar Systems.

This offering surveys the definition concepts and regulatory issues related to Medicaid as it applies to social and mental health services within the State of Missouri. Attendees will examine the relationships of the various mental health professions to diagnosis, billing codes, and operational and documentary requirements. A sample Progress Note will be provided for the review of attendees. This offering is a survey and is not intended to fully prepare a practitioner for full participation in Missouri Medicaid.

LEARNING OBJECTIVES:
1. The participant will define CPT Code.
2. Participants will define the DSM and discuss its relationship to CPT Codes.
3. Participants will define a unit of service for family therapy, individual therapy, group therapy, psychological testing, psychosocial assessment, and psychiatric testing.
4. Participants will match professionals with the codes for services that they may provide under various payer requirements.
5. Participants will define a billable hour as determined Missouri HealthNet program.
6. Participants will define audits, audit standards, audit finding, audit resolution and restitution.

2. Participants will define prevailing rate and discuss its determination by the Center for Medicaid and Medicare.
3. Participants will define carve outs and spend downs as applied to reimbursement requests.
4. Participants will define HIPAA and list three (3) confidentiality requirements.
5. Participants will review a Sample Progress Note and list at 5 required elements for submission.

  1. Participants will discuss the major components and list the 2 (two) major parts of Health Insurance Portability and Accountability Act (HIPPA).
