Tiffany Harbour holds a bachelors degree in Health Services Administration.  Her experience as an executive director and legal advocate offered her the knowledge and experience to understand complicated regulation.  Tiffany worked with the Medicaid billing system while employed at a mental health practice.  She will help others learn how to navigate OMB and Missouri Medicaid. Tiffany is VP of Development at Sand Dollar Systems.

This offering surveys the definition concepts and regulatory issues related to the Freedom of Information Act, Sunshine Act, and state Sunshine Laws as it applies to non-profits and social and mental health services within the State of Missouri. Attendees will examine the relationship between governments and professions.

  1. The attendee will identify and discuss the Freedom of Information Act.
  2. Attendees will identify ten (10) exemptions contained in the law pertaining to the FOIA.
  3. Attendees will discuss three (3) “exclusions” as it relates to the Freedom of Information Act.
  4. Attendees will define “collegial agency”
  5. Attendees will discuss four (4) meeting requirements under the Federal Sunshine Act.

  5. Attendees will identify where to find Sunshine Laws, as it relates to specific bodies of local and state Governments.
